The Goethals Bridge connects airports, seaports and regional markets in the New York and New Jersey metropolitan area. The Port Authority is replacing the current 1928 structure with a new crossing at Arthur Kill comprising of a dual span cable-stayed bridge, each span carrying one-directional traffic between Elizabeth, NJ and Staten Island, NY. It has embarked on a Public- Private Partnership (PPP) to procure the design, build, finance, and maintenance (DBFM) services for the replacement structure.
This PPP is a contract between the Port Authority of NY & NJ and NYNJ Link, a private sector Special Purpose Company (SPC) formed by Macquarie Infrastructure and Real Assets, and Kiewit Infrastructure Company.
The low-maintenance prestressed concrete girder approach structures are supported on two-column portal frame concrete piers, each column being founded on a mating large-diameter drilled shaft socketed into the underlying bedrock. After substantial completion of the new structure, NYNJ Link will be responsible for the maintenance of the new bridge for a 35-year period.
The three presentations in this session will focus on innovative design, what Public-Private Partnerships are, how they function, the core principles and common features of contemporary PPP models, and how the Agency engineered O&M into the contract, covering topics such as collaborative procurement process, asset control, performance versus prescriptive specifications, risk allocation (cost/benefit), total operating cost approach, performance based maintenance provisions, structured hand-back regime including residual life assessments and reserve accounts, availability payments and non-compliance provisions.
